Na Happiness Katabazi
NENO ‘watetezi wa haki za binadamu’ bila shaka siyo neno geni kwa masikioni mwa watu. Neno hilo limekuwepo kwasababu linatumiwa na watu wanaojitambulisha kuwa wao ni watetezi wa haki za binadamu ndani na nje ya Tanzania.

Kwa upande fulani watetezi hao wa haki za binadamu wamekuwa wakifanyakazi nzuri ya kuwaelekeza wananchi wasiyojua haki zao jinsi ya kuzidai kwa kufuata utaratibu na mwisho wa siku wanancho hao wanaozingatia ushauri wa watetezi hao wa haki za binadamu wamekuwa wakifanikiwa.

Lakini kwa upande mwingine kuna makundi ya watu wanaojitambulisha kuwa ni watetezi wa haki za binadamu kwanza hawana hata elimu ya kujua haki za binadamu ni zipi, zinadaiwa kwa njia zipi na wengine wamekuwa wakijifanya watetezi wa haki za binadamu kumbe wanatumia ngao hiyo kujificha kumbe ni wanachama wa vyama vya siasa na wakati wakiamasisha watu kudai haki zao wamekuwa wakipenyeza ajenda zao za kiitikadi jambo ambalo siyo sahii.

Hili kuondokana na wimbi la wanaharakati ucharwa ambao kadri siku zinavyozidi kusonga mbele hapa nchini linazidi kushamili,na ambapo kama wimbi hilo halitadhibitiwa Tanzania inaweza kujikuta inaingia kwenye machafuko kwa kisingizio cha baadhi ya wanaharakati wasiyo na elimu za ki uhanarakati kila kukicha kutoa matamko katika jamii ambayo wakati mwingine matamko hayo yanapotosha jamii na kuleta mivutano baina ya wananchi na serikali,  Chuo Kikuu cha Bagamoyo Dar es Salaam (UB), kinachoongozwa na Makamu Mkuu wa Chuo Profesa Costa Ricky Mahalu kwa kushirikiana na Taasisi isiyoyakiserikali ya nchini Kenya , Akiba Uhaki imezindua mafunzo ya kuwanoa wale wote wanaojiita wanaharakati na wale wanye ndoto ya kuwa wanaharakati yatakayo chukua miezi sita chuoni hapo kwaajili ya kuwafundisha watetezi hao wa haki za binadamu kwanza kuzifahamu haki hizo za binadamu ni zipi, zinadaiwaje, na kisha waende kwenye jamii kuielimisha jamii jinsi ya kuzidai haki hizo kwa njia ya amani na utulivu na siyo maandamano yasiyo na vibali wala ghasia.

Tumeshuhudia baadhi ya watu wanaojiita wanaharakati wakiwachochea wananchi kudai haki kile wanachoona ni haki yao kwa kuamua kupambana na vyombo vya dola na mwisho wa siku wananchi hao wanajikuta wakiambulia kupata madhara ya kupata vigipo au kufikishwa mahakamani kwa makosa mbalimbali yakiwemo ya maandamano haramu,kuzuia polisi wasifanyekazi yao na kufanya mikusanyiko haramu.Na wananchi hao wakipata madhara hayo,wale watu watu wanaojiita ni wanaharakati ambao walikuwa wakiwatuma kufanya hivyo, wao ukaa pembeni.
  
Mbali na maelezo , mwandishi wa makala hii anasimulia hotuba zilizotolewa katika uzinduzi wa program ya Akiba Uhaki inayotolewa na Chuo Kikuu cha Bagamoyo kwaajili ya kuwaonea watetezi wa haki za binadamu siku ya uzinduzi wa program hiyo uliofanyika Jumatatu usiku katika chuo hicho kilichopo Kawe Beach Dar es Salaam , ambapo Mkuu wa Wilaya ya Mkuranga Mercy Sila alitoa hotuba yake kwaniaba ya Mkuu wa Mkoa wa Pwani, Mwantumu Mahiza.

Sila alisema serikali inakipongeza  Chuo Kikuu cha Bagamoyo(UB), kwa uamuzi  wake wa kuanzisha kozi ya kuwanoa watu wanaojitambulisha kuwa wao ni watetezi wa haki za binadamu katika nchi za Jumuiya ya Afrika Mashariki kwasababu kozi hiyo itasaidia  watetezi wa haki za binadamu kufahamu wanachokifanya katika jamii na kwamba kozi hiyo inakuwa ni ya kwanza kutolewa hapa nchini.


Sila alisema program hiyo inaendeshwa na Chuo Kikuu cha Bagamoyo (UB) na kufadhiliwa taasisi ya kiraia ya  Haki Uhaki yenye makao makuu yake nchini Kenya, tayari imeishapata wanafunzi kumi  toka nchi za Tanzania,Kenya,Uganda,Rwanda,Burundi  na kwamba masomo hayo yatakuwa yakitolewa kwa miezi sita na kuwataka wale wote wanaojiita wanaharakati hapa nchini wafike katika chuo hicho ili waweze kufundishwa kwanza jinsi ya kufahamu haki za binadamu ni zipi ,na haki za kijamii ni zipi na hao wanadamu wanatakiwa wazitii sheria za nchi wakati wakizidai hizo haki zao bila shuruti.

“Tumeona katika mataifa ya wenzetu vurugu kila kukicha na hata hapa nchini kuna baadhi ya watu wanaojiita ni watetezi wa haki za binadamu na wamekuwa wakitumia kinga hiyo kupotosha ukweli wa mambo ambayo yanafanywa na serikali zao kwa kisingizio kuwa wa ni watetezi wa haki za binadamu wakati hata elimu ya kutetea hizo haki za binadamu hawana …leo serikali inapenda kupongeza program hii kwani itasaidia sana kuondoa mivutano na malumbano baina ya watetezi wa haki za binadamu na serikali kwani  mtu atakayepata elimu hii atakuwa ameelimika na kufahamu haki za binadamu zinapaswa zidaiwe kwa kutumia amani”alisema Sila.

Kwa upande wake Makamu Mkuu wa Chuo Kikuu cha Bagamoyo, Profesa Costa Ricky Mahalu aliishukuru serikali kwa kukubali kuja kuzindua program hiyo kwani programu ni yakwanza kutolewa katika vyuo vya hapa nchini na program hiyo itawezesha kuondoa malumbano baina ya serikali na watetezi wa haki za binadamu kwani ni wazi hivi sasa kumeibuka watu wanaojitambulisha kuwa ni watetezi wa haki za binadamu wakati hawana hata elimu ya huo utetezi wa haki za binadamu na wamekuwa wakitoa baadhi ya matamko ambayo  hayana mantiki katika suala zima la utetezi wa haki za binadamu hali ambayo alisema ikiachwa iendelee italeta madhara katika jamii.

“UB inaamini katika elimu zaidi…hivyo UB imeona ni jambo jema kuanzisha program hiyo ya mafunzo ya muda mfupi kwa wale wote wanaotaka na wanajiita watetezi wa haki za binadamu waje kufundishwa masuala hayo na waadhiri waliobobea katika eneo hilo la masuala ya haki za binadamu”alisema Profesa Mahalu.

Kwa upande wake Mkuu wa Kitivo cha Sheria cha Chuo Kikuu cha Bagamoyo  Dk.Natujwa Mvungi ambayo program hiyo ya Akiba uhaki inatolewa chini ya kitivo chake alisema   jumla ya wanafunzi 10 toka katika nchi tano za jumuiya ya Afrika Mashariki  wa kozi ya Akiba Uhaki ,wameishafika hapa nchini na wanaanza mafunzo hayo kwa muda wa miezi sita kuanzia wiki hii chuo hapo na kwamba wanafunzi hao wamefadhiliwa ada ya kusoma kozi hiyo na taasisi isiyo ya kiserikali yenye makao makuu yake nchini Kenya ya Akiba uhaki na kuwataka wale wote wanaojiita ni watetezi wa haki za binadamu  wakati hawana elimu ya kuonyesha wamefudhu kozi hiyo,wasisite kuja kupata elimu hiyo chuo hapo.

Aidha Mratibu wa Programu hiyo toka Taasisi ya Akiba Uhaki ya nchini Kenya, Kempta Ombati alishukuru chuo cha UB, kukubali kushirikiano nao kutoa mafunzo hayo ambayo yasaidia nchi za Afrika Mashariki kuondokana na watu wanaojiita kuwa ni wanaharakati wakati hawana elimu ya kuzijua haki wanazozitetea na wajibu na kwamba taasisi yake ndiyo imetoa ufadhili kwa wanafunzi hao kumi wanaotoka nchi zote za Jumuiya ya Afrika Mashariki kuja kuudhulia kozi hiyo  katika chuo Kikuu cha Bagamoyo na kwamba mafunzo hayo ni ya kwanza kutolewa katika vyuo vya hapa nchini na kwamba taasisi yao itaendelea kutoa ufadhili.

The Library is the heart of the University of Bagamoyo and it is an integral part of the University’s mission which revolves around teaching, research and consultancy. The library maintains two major collections namely:
  1. Law, Science and Informatics
  2. Reference and Document Delivery and East Africana which is a research collection

There is also ICT Unit which provides technical and managerial support to realize excellence in teaching, learning and research.

The library provides access to both print and electronic information resources including number of print and electronic journals and books.

The library also provides information services to library users within and outside The University community. These services include: lending of library materials, document delivery services, traditional and electronic references services, Selective Dissemination of Information (SDI). Other services provided by the library include research, publication and consultancy, information literacy and computer training for library users and conference facilities.

UB will have limited but well mannered accommodation services out of the University premises. International students will be served with decent and reasonably priced housing facilities.
  • We will assist students in facilitating contractual arrangements between students and residential facility owners,
  • We will also runs well habitable apartments with very executive rooms at affordable price,
  • We encourage students to be responsible for their college life
Dining/Catering
The service will be provided by the private people in collaboration with the University Management
  • We encourage user-friendly catering services 
  • We enforce cleanliness of food dispensing and other related hygienic environment on/and off campus,
  • We will constantly review and  update catering services for campus better life.

Accommodations

The UB currently will have teaching lecture halls located at Kawe Beach in Kawe and Ursino Estate in Mikocheni. These are equipped with computer facilities that will serve as teaching tool/s and source of information and academic materials.

Initial library facility is located at Ursino Estate incorporating most relevant academic text books and other sources to facilitate reference need for the university students.

It will be noted however, that boarding hostels will be under construction at Bagamoyo in proceeding years. Prospective students will be advised to get prepared to source this service outside the university at the initial stages.

“My course is LLB and it’s taught through seminars and lectures, lectures are where you just listen to lots of information and I have about 6 – 8 contact hours with that and then I also have seminars which gives me a chance to discuss and to have a one to one contact with my tutors and they help me out with any problem i might have”.

Social Welfare
Social life at the UB should generate fun among other infotainment activities. Students together with the other members of the UB community will actively engage in sports, music, art and other cultural activities. 

Social clubs, faith groups, professional, academic and political associations shall be freely established and registered by the Director of Student Affairs. This is to enable the University Community to create an environment of dialogue, debates, discussion and dynamic human welfare.

We understand your concerns about privacy on the Internet and take them very seriously. All online transactions, including donations, are strictly permission-based: The Donor/Volunteer controls the use of his name, personal information, and donation or other transaction. 

Key aspects of our privacy policy include: 
  • We never sell, share, trade, or disclose any personal information about a Donor/Volunteer.
  • When a Donor/Volunteer performs a transaction, we require the entry of only enough information about you to process your transaction.
  • Our credit card processing company is not authorized to retain, share, store, or use your personal information.
Internet User Privacy
We respect the privacy of Internet Users and do not collect personally identifying information without the Internet User's permission. 

You may contact us regarding this Privacy Policy by e-mail, US mail, or phone.

Some terms used in this Policy are: 

"Donor/Volunteer" - a person or organization that performs a transaction on our site.

"Cookies" - which are small pieces of information that are stored by an Internet User's browser on the Internet User's hard drive. 

Collection of Data 
We do not collect Internet User identity or contact information from Internet Users' visits to our website. For each visitor to our website, the visitor's computer reaches us via a particular IP, (Internet Protocol), address. Our servers automatically collect this IP address.

An Internet User's browser sets Cookies (when enabled) that contain small amounts of data on the Internet User's computer after a visit to any web site. Cookies assist us in tracking Internet Users' activities to facilitate easier navigation, data entry and retrieval, and preference tracking. By setting a cookie on our website, users would not have to log in a password more than once, thereby saving time while on our site. If users reject the cookie, they may still use our website. 

No information is obtained from the Internet User or Internet User's computer to generate the unique identifying number of the Internet User. Our servers automatically generate the unique number. None of our Cookies are used to perform "User Profiling". 

We do receive and record e-mail addresses of Internet Users, only in circumstances where the Internet User has voluntarily provided its identity and contact information through our website.


Disabled and Non-functioning Cookies 
We do not employ any technology or means of preventing an Internet User from disabling the acceptance of a Cookie. Most Web browsers automatically accept cookies, but an Internet User's browser may be set by the Internet User to disable this function. Some Web browsers or similar Internet navigating technology may not support (or consistently support) Cookie technology. If Cookies are disabled or the Internet User is utilizing technology that does not adequately support Cookie technology, we shall not be able to record the Internet User's activity. 

Log Files 
Like most standard websites we use log files. This includes internet protocol (IP) addresses, browser type, internet service provider (ISP), referring/exit pages, platform type, date/time stamp, and number of clicks to analyze trends, administer the site, track user’s movement in the aggregate, and gather broad demographic information for aggregate use. IP addresses, etc. are not linked to personally identifiable information. 

Use and Disclosure of Data 
We do not sell or rent personally identifying information. We do not disclose personally identifying information to anyone that we are not authorized to do so. We use anonymous user data to create and report the browsing and/or form completion activities of anonymous users. 

When a Donor/Volunteer performs a transaction that requires him to be identified to a us (e.g., donation, volunteering, event registration, membership dues, etc.), and if the transaction involves a cash payment, our credit card processor are the only parties granted access to that Donor/Volunteer’s personal information.

We will send an e-mail receipt for all cash transactions made by a Donor/Volunteer. These may be printed for tax receipts.

We reserve the right to release information on Internet Users if compelled to do so by proper judicial or governmental authorities. Disclosure shall be limited to only to those that we are compelled to disclose to. At present, all information processing on live, production data occurs in the United States. 

Security Measures 
We have implemented technology and security features and strict policy guidelines to safeguard the privacy of customer identifiable information from unauthorized access or improper use, and we will continue to enhance our security procedures as new technology becomes available. Access to user data is accessible via password protection through the Donor/Volunteer account created by each Donor/Volunteer, and to our designated employees who require system level access in order to perform their jobs. Access to Internet User data that identifies the Internet User's name and/or e-mail addresses is limited to designated employees who require such access in order to perform their jobs and to a Donor/Volunteer or Nonprofit that provided such information. Each Donor/Volunteer is responsible for maintaining the confidentiality of their own password used for accessing their account on our website. 

We and our online credit card processors use TDES - Triple Data Encryption Standard. This is considered a "very strong" encryption method, and uses 168-bit security. It is one of the most secure methods available for online credit card processing. It is also used by Federal Government organizations to protect sensitive data. For more information, please see the Federal Information Processing Standard Publication 46-3, Data Encryption Standard (DES).

We back up all of our data every day. Multiple copies of the data are maintained and stored in secure locations and are tested on backup equipment. In addition our systems are housed in a secure hosting environment with redundant connections to the Internet and redundant hardware. All of this simply means that you are protected against any computer failure or catastrophic data loss. 

Donor/Volunteer Privacy 
We do not share personally identifiable information about a Donor/Volunteer with anyone. Such transactions include, but are not limited to, cash donations, in-kind (i.e., non-cash) donations, volunteering, planned giving, offering or purchasing items in an e-store, membership setup or renewal, event registration, mailing list signup, and thon registration. Such exchange is limited to a party's e-mail address and basic Account detail. All personally identifiable information of Donors/Volunteers that is provided by them during the sign-up process is retained and used by us in order to serve the Donor/Volunteer in performing functions on our website. We do not engage in spamming, unsolicited e-mail and indiscriminate advertising. Each Donor/Volunteer may view or modify the information that it provided during sign-up. 

Spam 
We do not intentionally send unsolicited e-mail messages that could legitimately be construed as spam. 

Collection of Usage Data: Our servers automatically gather information about which pages are visited within our website. We do not use that information except in the aggregate. 

E-mail Contents: We will not read or disclose to third parties private e-mail communications that are transmitted using our services except as required to operate the service or as otherwise authorized by law. 

Improper Conduct: We may also use customer identifiable information to investigate and help prevent potentially unlawful activity or activity that threatens the network or otherwise violates the customer agreement for that service. 

Account Information: We honor requests from customers for account information, for example, name, address, or billing information, and will correct any such information which may be inaccurate. Users may verify that appropriate corrections have been made.

E-Mail List: If a user wishes to subscribe to our e-mail list, we ask for contact information such as name and email address. COPPA 
If you are under the age of 13, we comply with the Children's Online Privacy Protection Act of 1998.

If you inform us that we have collected or received information from a child under 13, we will delete such information immediately from our databases. Our website is not specifically directed to children under 13. Deactivating or deleting from databases by Donors/Volunteers 
Please contact us if you no longer wish to maintain an account with us, or are unable to access your account. If we have such information, we shall not retain your name and/or e-mail address any longer than is necessary to perform the services that you requested from us.
